		<description><![CDATA[Scouts base their ratings on the current squad you have right now. So if you have a crap squad and you&#039;re scouting a mediocre player, the scout is going to rate him more positively. Vice versa for a powerhouse.

If you took the scout&#039;s rating of Nick Powell at face value, he would&#039;ve have told you that Powell is comparable to Giggs or Ashley Young, and an upgrade over Anderson and Cleverley. That&#039;s not bad company.]]></description>

As far as i know, not every tip of a scout is right or reliable, no matter how good the scout is... see the examples of Carrol, Djemba Djemba, like you said. I&#039;ve noticed, by the way, that the rating of a player (the &quot;stars rating&quot;) changes upwards or downwards if the player perform well or bad in a season, even if their stats doesnt change.
